Frazier getting $5,000 for transition report

Lee Frazier, former director of the state Department of Human Services, is being paid $5,000 to write a transition report about the department.
    Joe Quinn, department spokesman, said Monday that Frazier, who resigned effective July 1 amid allegations of youth abuse in the department's Youth Services Division, is to submit the report by Friday.
    Acting director Richard Weiss contracted Frazier to write the report, Quinn said. Gov. Mike Huckabee appointed Weiss to fill the post during a national search for a director.
    Frazier announced his resignation June 24 and said he would take a job as an assistant to Dr. Harry Ward, chancellor of the University of Arkansas for Medical Sciences.
    Ward said Monday that the $118,000-a-year job offer stands, but he isn't sure whether Frazier still intends to take it. He said he will meet with Frazier today.
    "That's what we're going to chat about. I just haven't seen him over the last couple of weeks," Ward said.
    He has not received calls from state legislators pressuring him not to hire Frazier, he said. Some lawmakers have criticized Ward for creating the job for Frazier and have threatened to stop permitting job offers without legislative approval. Huckabee also hasn't called about the job offer, Ward said.
    Ward said he created the job after Frazier asked him for one. Frazier would likely build a relationship between the medical school and community health centers, teach classes about public health and develop studies with the state Department of Health, Ward said.
    Ward said he only had a job outline and that he would meet with Frazier before the projected start date of Aug. 1 to develop duties.
